Outdoor Sports Courts Reconstruction - West Hawaii Parks

Background

The County of Hawaii is issuing a solicitation for the reconstruction of outdoor sports courts in West Hawaii Parks, specifically in North Kona, South Kona, and Ka‘ū. The project aims to enhance recreational facilities for the community by providing multi-purpose courts suitable for various sports. The contract will be managed by the Department of Public Works, emphasizing compliance with local regulations and standards.

Work Details

The contractor will be responsible for the demolition and construction of outdoor sports courts at four locations: - Kailua Park (3 multi-purpose courts) - Kailua Playground (2 multi-purpose courts) - Greenwell Park (1 multi-purpose court) - Nā‘ālehu Park (2 multi-purpose courts) Each court will include overlaying striping for various sports. Key tasks include: 1. Leveling the existing asphaltic concrete surface; 2. Installation of a new surface; 3. Striping for various sports courts; 4. Installation of new posts set in concrete along with all necessary appurtenances as per the provided plans and specifications.

Period of Performance

The contract work is expected to commence upon award and must be completed by June 4, 2026.

Place of Performance

The work will take place at various parks located in North Kona, South Kona, and Ka‘ū on the Big Island of Hawaii.

Bidder Requirements

Bidders must possess a valid State of Hawai‘i Specialty Contractor Classification C-3b or General Engineering Contractor 'A' license. Additionally, bidders are required to register as an OpenGov Vendor with the Hawaii Region and Hawai‘i County Agency. Compliance with local laws regarding workforce residency is mandated, requiring that at least 80% of the workforce be Hawaii residents. Bidders must also provide proof of compliance with tax clearance, unemployment insurance, workers' compensation, temporary disability insurance, prepaid health care, and must not have any campaign contributions during the term of the contract.
