Vision Care for the Allegheny County Jail

Background

The Allegheny County Jail is seeking a vendor to provide vision care services for inmates. The County, with a population of approximately 1.3 million, aims to ensure that inmates receive necessary optometry services while adhering to regulations and standards. This contract is part of the County's commitment to fair and open competition in public purchasing, as well as its goals for minority and women-owned business participation.

Work Details

The successful proposer will provide comprehensive optometry services including: 1) On-site clinic visits for glaucoma evaluations; 2) Annual eye examinations for diabetic patients; 3) Provision of eyeglasses where medically necessary, delivered within ten business days; 4) Routine optometry services as scheduled; 5) Assistance in policy development related to the facility's responsibilities; 6) Monitoring and evaluating patient care quality; 7) Professional assistance to the Deputy Health Services Administrator; 8) Review and support of treatment protocols and policies established by the Allegheny County Jail; 9) Use of established formulary for medication prescriptions; 10) Quarterly submission of professional time records; 11) Compliance with timekeeping systems at ACJ; 12) Maintenance of valid state licenses and credentials; 13) No additional charges for services rendered during scheduled hours; 14) Appropriate referrals to knowledgeable healthcare providers.

Period of Performance

The contract period is from August 1, 2026, through July 31, 2028, with two one-year renewal options.

Place of Performance

Services will be performed at the Allegheny County Jail located in Pittsburgh, PA.

Bidder Requirements

Bidders must document their good faith efforts to meet the County's Minority Business Enterprise (MBE) goal of 13% and Women Business Enterprise (WBE) goal of 2%. They must also maintain an unencumbered state license and current Minority Business Certification. Bidders are required to submit all necessary documentation electronically by the specified due date.
