Background The Commander, Naval Surface Force, Pacific (COMNAVSURFPAC) is responsible for manning, training, and equipping over 94 warships and fleet support units. The agency's mission includes ensuring sailors can perform critical Anti-Terrorism/Force Protection (AT/FP) tasks. This contract aims to establish a Weapons Synthetic Training System (WSTS) to sustain small arms weapons training and maintain certifications required for force protection functions of warships in port. Work Details The contractor shall provide a Weapons Synthetic Training System (WSTS) that includes the following components and capabilities: 1. **System Requirements**: - Wireless capabilities, not requiring connection to Navy-Marine Corps Internet systems. - Must include Department of the Navy approved courses of fire in preloaded software. - Capable of training 15-20 sailors at a time and up to 60 in a training day. 2. **Performance Requirements**: - Ongoing technical support and services post-installation. - Must employ human performance optimization methods for marksmanship training. 3. **Synthetic Weapons**: - Provide synthetic M18 pistols, M4A1 rifles, M240 machine guns, and .50 Cal weapons with SMART programmable magazines. 4. **General Specifications**: - Systems must utilize Windows 10 or higher, be customizable, support multiple users, and allow for rapid scenario development. 5. **Ballistics**: - Accurate ballistics matching actual rounds being simulated with tracking capabilities for engagements between 1.5 to 600 meters. Period of Performance The period of performance is from September 30, 2026, to September 29, 2027, with four option years extending through September 29, 2031. Place of Performance Performance will take place at three government facilities located in San Diego, CA.
