Shuman Juvenile Detention Center Phase 2 Renovations

Background

The Shuman Juvenile Detention Center, located in Allegheny County, is undergoing a Phase 2 renovation project aimed at enhancing its facilities to better accommodate juvenile detainees. The project follows a prior Phase 1 renovation completed in 2024, which allowed for housing 12 juveniles. The goal of this contract is to renovate approximately 70,000 square feet of the facility to house up to 60 juveniles along with corresponding staff and visitors while maintaining compliance with existing I-3 occupancy regulations.

Work Details

The scope of work includes extensive renovations both inside and outside the Shuman Juvenile Detention Center. Specific tasks include: - Interior renovations such as layout reconfiguration, systems replacement, and aesthetic upgrades. - Repairs and cleaning of the masonry façade, replacement of windows, storefronts, curtain walls, and doors. - Installation of new entry canopies. - Upgrades or full replacements of Mechanical, Plumbing, Fire Suppression, Electrical, Telecom, Security, and Fire Alarm Systems throughout the facility. - Site improvements including regrading select areas, renovations to recreation courtyards, installation of new sidewalks and concrete pads, enhancements for ADA compliance, new site lighting, loading dock lift installation, repairs to existing asphalt driveways and parking lots. - Landscaping improvements including bio retention and stormwater management facilities. - Construction of new security fencing and gates to create a secure perimeter around the facility.

Period of Performance

The construction work is expected to commence within 7 days after the issuance of the Notice to Proceed from the County. The total duration for completing the Base Bid Work is set at 609 calendar days or 670 calendar days if all alternates are included. Additionally, specific Sequence 2 work must be completed within 244 calendar days from the Notice to Proceed.

Place of Performance

The renovations will take place at the Shuman Juvenile Detention Center located on an 18-acre property in Pittsburgh, PA.

Bidder Requirements

Bidders must document their good faith efforts to meet Minority Business Enterprise (MBE) goals of 13% and Women Business Enterprise (WBE) goals of 2%. Bidders are required to submit electronically through the Pennsylvania Purchasing Group Site (Bonfire) and must be registered on this platform. A bid bond equal to at least 5% of the total bid price is required. Bidders must also comply with all insurance requirements as specified in the contract documents.
