Background

The California Department of Transportation (Caltrans) is seeking Statements of Qualifications (SOQs) from qualified firms for the A&E On-call Roadway Construction Services in District 8. The goal of this contract is to provide professional and technical services for roadway construction on an as-needed basis to support Caltrans in the construction phase of transportation facilities. The estimated contract value ranges from $3,200,000 to $5,200,000 with a term of three years.

Work Details

The consultant will perform various roadway construction services including:

Construction Claims Support

- Construction Scheduling/Critical Path Method (CPM) - Construction Stormwater Implementation. The consultant must review project plans and specifications, conduct engineering and environmental analyses, prepare inspections and documentation for compliance with contract requirements, and ensure timely payments to contractors. Specific tasks will be assigned through task orders issued by the Caltrans Contract Manager. The work will take place primarily in San Bernardino and Riverside counties but may extend into adjacent districts or states as necessary.

Period of Performance

The estimated contract term is three years, with work expected to begin within two working days after receiving a fully executed task order and Notice to Proceed (NTP).

Place of Performance

Work will be performed throughout the counties of San Bernardino and Riverside in California within District 8. Task orders may extend into adjoining Districts 7, 9, 11, and 12 or into Nevada and Arizona within a thirty-mile radius.

Bidder Requirements

Bidders must comply with the Disadvantaged Business Enterprise (DBE) Program requirements as per federal regulations. The prime consultant is responsible for submitting financial documents within four days of selection notification. All personnel must meet minimum qualifications as specified in the contract. Additionally, bidders must not be listed under any sanctions by the U.S. Department of Treasury.
