Heroes Park Detention Basin

Background

East Norriton Township is executing a stormwater improvement project at Heroes Park, also known as Calvert Hurdle Park. The goal of this project is to enhance stormwater management for downstream portions of Stoney Creek. This project is partially funded by a Commonwealth Financing Authority Watershed Restoration and Protection Program grant administered by the Pennsylvania Department of Community & Economic Development.

Work Details

The work consists of demolition of existing stormwater infrastructure and installation of a new detention basin, including site grading, permanent stabilization matting, and basin bottom seed mix. Additional tasks include the installation of new drainage structures, storm pipes, a split rail fence with gates, and associated incidental work. Specific tasks include: 1. Mobilization: Supply required insurance and bonds; commence construction. 2. Maintenance and Protection of Traffic: Erect barricades and warning signs. 3. Temporary Erosion & Sediment Controls: Install and maintain controls as shown on project plans. 4. Flow Diversion: Determine necessary fluming pipe and pump sizes; submit bypass plan. 5. Site Clearing: Demolish existing trees, vegetation, and other features as required. 6. Detention Basin Construction: Layout, excavation, clay core installation, erosion control matting, outlet structure installation, and soil infiltration testing. 7. Drainage Structures Installation: Install inlets and outlet structures; connect to existing drainage systems. 8. Rip Rap Apron Installation: Construct aprons as per project plans. 9. Concrete Curb Replacement: Remove and replace curb as directed. 10. Permanent Pavement Restoration: Perform full depth asphalt pavement construction. 11. Split Rail Fencing Installation: Install fencing with gates as specified. 12. Landscaping: Install topsoil, seed, straw, and shade trees as indicated in the plans.

Period of Performance

The contract time limit for completion is 90 calendar days from the issuance of the written Notice to Proceed.

Place of Performance

The project will be performed at Heroes Park located at the intersection of Baldwin Avenue and North Wales Road in East Norriton Township, Montgomery County, Pennsylvania.

Bidder Requirements

Contractors must coordinate with utility providers (specifically Williams) prior to construction to protect utilities within the gas right-of-way. They are required to provide comprehensive general liability insurance coverage up to $5 million before commencing work.
