Background

Milwaukee Transport Services, Inc. (MTS), operator of the Milwaukee County Transit System (MCTS), is seeking bids for Armored Car and Cash Processing Services. The goal of this contract is to ensure secure fare collection, transportation, counting, depositing, and reporting of cash collected from the MCTS Administration Building and Ticket Vending Machines (TVMs).

Work Details

The contractor will provide the following services: 1. Scheduled Fare Revenue Pick-Up & Cash Processing at MCTS Administration Building: Two times per week armored car service for cash pick-ups and transportation to the MCTS Administration Building. This includes counting collected cash, depositing it into MCTS' financial institution, and providing reports. 2. Scheduled & On-Call TVM Fare Revenue Pick-Up & Cash Processing: Monthly armored car service for thirty-four TVMs along the East-West Bus Rapid Transit Line, including cash pick-ups and transportation to MCTS for processing. Each TVM will require vault exchanges with specific handling procedures for bills and coins. The contractor must ensure secure transport of funds using armored vehicles that meet industry standards.

Period of Performance

The contract will commence on September 1, 2026, and will last for three years until August 31, 2029, with an option for two additional one-year extensions.

Place of Performance

Services will be performed primarily at the MCTS Administration Building located at 1942 N 17th Street, Milwaukee, WI 53205, as well as various locations along the East-West Bus Rapid Transit Line.

Bidder Requirements

Bidders must have been in business providing similar services for a minimum of five consecutive years. They are required to maintain a Certificate of Insurance meeting MTS minimums prior to starting work. Additionally, bidders must comply with all applicable federal, state, and local laws and regulations.
