Background

Rural Community Transportation, Inc. (RCT) is a private non-profit agency providing public transit services across several counties in Vermont. The agency operates multiple divisions and relies on federal funding for various transit services. RCT aims to expand its parking lot at the Lyndonville facility to accommodate increased employee and transit vehicle parking, enhancing its operational capacity.

Work Details

The contractor will be responsible for the following tasks: 1) Develop a detailed site plan for the parking lot expansion project, including all specified elements. 2) Obtain necessary permits from the Town of Lyndon and the State of Vermont before construction begins. 3) Construct the expanded parking lot, which will measure approximately 94' x 77' (7,238 square feet). This includes excavation of 15 inches with a dense grade and 3/4" stay-mat base, paving with a total of 3 inches of compressed asphalt (1 3/4" Type III base lift and 1 1/4" Type IV wearing course), line striping for parking spots, dust management, disposal of fill, and site clean-up. 4) Provide project management and supervision to ensure compliance with contract requirements and timely completion without disrupting RCT's transit operations.

Period of Performance

The contract period is expected to commence upon award and continue until the completion of construction, with specific timelines to be coordinated with RCT.

Place of Performance

The work will be performed at RCT's main administrative facility located at 1677 Industrial Parkway, Lyndonville, Vermont.

Bidder Requirements

Contractors must have a minimum of five years of experience in the paving industry and must perform all services in-house without subcontractors. They are required to maintain commercial general liability insurance with coverage of at least $1 million per event and $2 million aggregate. Additionally, they must have commercial automobile insurance with coverage of at least $1 million aggregate, workers' compensation insurance as per Vermont state requirements, and any other customary insurance for this project. If subcontractors are used, efforts must be made to partner with Disadvantaged Business Enterprises (DBEs).
