Background

The Niagara Frontier Transportation Authority (NFTA) is seeking proposals for the provision and delivery of diesel fuel and gasoline. The contract aims to ensure a reliable supply of fuel to support NFTA's operations, which include public transportation services in the region. The goal is to secure a single proponent for the supply of #2 ultra-low sulfur diesel fuel (ULSD), both with and without additives, as well as 87 octane unleaded gasoline.

Work Details

The contractor will provide the following products: - #2 ultra-low sulfur diesel fuel (ULSD) with additives, estimated at 1,500,000 gallons for the first year. - #2 ultra-low sulfur diesel fuel (ULSD) dyed off-road with additives, estimated at 5,000 gallons for the first year. - 87 octane unleaded gasoline, estimated at 500,000 gallons for the first year. All fuels must meet specific technical requirements including compliance with Cummins standards and SAE J312 for gasoline. The contractor must ensure that ULSD contains additives to enhance lubricity and minimize thermal decomposition. Delivery procedures require notification upon reorder points and adherence to specified delivery times. The blending of fuels and additives must occur before delivery to NFTA facilities.

Period of Performance

The initial contract period will be for three years starting from September 1, 2026, with two one-year options to extend at NFTA's discretion.

Place of Performance

Deliveries will be made to various NFTA facilities located in Buffalo, NY including Babcock Garage, Cold Spring Garage, Frontier Garage, South Park Yard & Shops, Buffalo Airport Airfield and Fuel Farm, and Niagara Falls International Airport.

Bidder Requirements

Bidders are required to have a minimum of 10 years' experience in manufacturing fuel additives suitable for transit applications in conditions similar to western New York. There are no specific M/WBE or SDVOB set-asides mentioned in this solicitation.
