This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulations (FAR) part 12, in conjuction with FAR part 15. No partial awards will be made. The Request for Proposal (RFP) number is 15F06726R0000146 as Unrestriced, Full and Open. This request is to procure 9mm Luger Ammunition in three (3) catergories: Service, Training, and Frangible. This solicitation incorporates some provisions and clauses by reference. Background The Federal Bureau of Investigation (FBI) is seeking to procure 9mm Luger ammunition to support law enforcement operations and training activities. This solicitation is issued as a combined synopsis/solicitation for commercial products. The goal of this contract is to establish three Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for three categories of ammunition: Service, Training, and Frangible. The FBI intends to make this contract available to law enforcement agencies within the Department of Justice (DOJ). Work Details The solicitation requests proposals for the following categories of 9mm Luger ammunition: 1. Service: Ammunition intended for defense. 2. Training: Ammunition intended for firearms training. 3. Frangible: Ammunition designed for use with steel targets at close distances. Specifications include: - All ammunition must be compatible with FBI-issued or approved 9mm weapons. - Projectile weight requirements: - Service and Training: 124 to 150 grains. - Frangible: 100 to 150 grains. - All ammunition must conform to SAAMI specifications regarding pressure and velocity. - Production must occur in America, and no reloaded ammunition is permitted. - Offerors must provide proof of liability insurance for a minimum of $5 million and demonstrate continuous in-house quality control testing capabilities. Place of Performance Deliveries will be made to the FBI’s Ballistic Research Facility located at Redstone Arsenal.
