Background

The Ocean County Board of Commissioners is seeking qualifications for Arbitrage Rebate Consulting Services. The County of Ocean, classified as a County of Fifth Class under New Jersey law, aims to engage vendors with expertise in providing rebate consulting and calculation services specifically for government entities. This contract is intended to support the County's post-issuance tax compliance efforts.

Work Details

The selected firm will be responsible for providing arbitrage rebate and consulting services which include: 1. Consulting with County staff on bond data processes and documentation; 2. Assisting in measuring spending exceptions on identified bond issues; 3. Calculating or verifying bond yields; 4. Identifying and separately accounting for all gross proceeds of bond issues, including allocation analyses due to transferred proceeds or commingled funds; 5. Delivering documentation to support rebate calculations; 6. Providing an executive summary detailing methodology, assumptions, and conclusions regarding bond proceeds; 7. Making recommendations for improvements in the County’s record keeping related to bond proceeds; 8. Assisting County staff during any IRS inquiries; 9. Ongoing consultation regarding arbitrage-related matters.

Period of Performance

The contract will be for a term of one year.

Place of Performance

Services will be performed within Ocean County, New Jersey.

Bidder Requirements

Vendors must have a minimum of two years of experience in providing rebate consulting and calculation services for government entities in New Jersey. Proposals must include the names and experience of individuals assigned to the tasks, a statement regarding the vendor's ability to perform tasks timely, and a description of available support staff.
