Sole Source Water Conservation Program Services

Background

The City of Santa Fe Public Utilities Department is seeking a sole source determination for the continuation of services related to the ConserveTrack water conservation program. The goal of this contract is to maintain continuity in the existing software environment that supports the city's conservation operations, ensuring no disruption occurs in service delivery. The contractor will provide essential technical support and professional services necessary for the ongoing management of the ConserveTrack system, which includes proprietary technology and city-specific configurations.

Work Details

The contractor shall provide all labor, tools, hosting services, application management, technical support, and professional services necessary to maintain continuity of the existing ConserveTrack environment. Specific tasks include: 1. Hosting and managing the application environment including server resources, system administration, backups, monitoring, maintenance activities, and security protections. 2. Providing routine software maintenance and support services such as defect correction, technology updates, compatibility maintenance, and user assistance during normal support periods. 3. Supporting existing core modules related to Santa Fe's conservation efforts including residential and commercial rebates, violation tracking, outreach records, and reporting functions. 4. Coordinating with future billing systems to ensure data integration and resolving any billing data issues. 5. Providing user support through various communication methods and training for City staff on system use and updates. 6. Enhancing system capabilities through configuration changes based on operational needs.

Period of Performance

The contract will be performed over a period of four years from FY2026 to FY2029.

Place of Performance

Services will be performed in Santa Fe, New Mexico.

Bidder Requirements

The vendor must be Rightthere LLC - ConserveTrack, as they are the sole source provider due to their proprietary software that has been customized for Santa Fe's specific needs. The vendor must also provide documentation affirming their sole source status.
