Background

The Maryland Department of Transportation (MDOT) State Highway Administration (SHA) is issuing this Invitation for Bids (IFB) to procure landscaping and mowing services for various SHA facilities and park and ride locations throughout Frederick County. The goal of the contract is to maintain the aesthetic and functional quality of these public spaces, ensuring they are well-kept and accessible for public use.

Work Details

The contractor will provide hand mowing, trimming, and litter pickup services at the following locations: - 5111 Buckeystown Pike Frederick, MD 21704 - 67 E Moser Road Thurmont, MD 21788 - I-70 & MD75 Park & Ride - I-70 & MD17 Park & Ride

I-70 Truck Rest Area

- MD355 & New Design Rd Park & Ride - MD144 Park & Ride - I-270 & MD80 Park & Ride

I-270 Overlook

- US340 @ Mt. Zion Park & Ride - MD194 Park & Ride - MD180 Park & Ride - Monocacy Park & Ride. Services include grass cutting, weed eating, edging, cleanup of debris, and general lawn care. Mowing shall be performed with a zero turn or rotary mower with a minimum cut width of 40 inches. The contractor must ensure that all areas are free of debris before mowing and that clippings do not accumulate on paved surfaces.

Period of Performance

The initial contract period is for twelve months from the date of award or until contract funds have been depleted.

Place of Performance

Services will be performed at various SHA maintained locations throughout Frederick County, Maryland.

Bidder Requirements

Bidders must have a minimum of two years of experience in lawn maintenance care. They must provide references as part of their bid submission. This procurement is designated as a Small Business Reserve Procurement, limiting eligibility to certified small business vendors. The contractor must maintain commercial general liability insurance with coverage of at least $1 million per occurrence and $3 million aggregate.
