Background

The Department of Human Resources (DHR) in Alabama is seeking to award a contract for HVAC Preventative Maintenance (PM) and Repair Services across various DHR locations throughout the state. The goal of this contract is to ensure the proper functioning and maintenance of HVAC systems, which includes equipment such as boilers and chillers. This must be done while adhering to specific guidelines that prohibit the installation of new units or major system replacements.

Work Details

The contractor will provide quarterly HVAC PM services that include: - Maintenance and minor repairs on all listed HVAC equipment, including changing out bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and addressing small refrigerant leaks. - All PM services must be performed by licensed technicians with specific certifications in HVAC and refrigeration as mandated by the State of Alabama. - Quarterly inspections must include replacement of pleated filters (MERV rating 10), cleaning of coils, checking refrigerant levels, and ensuring proper operation of all components. - Water treatment testing is required for systems utilizing water for heating or cooling at eleven specified DHR county offices. - Annual tasks include checking freon levels and deep cleaning condenser coils. - Technicians must document all service activities with inspection forms that detail each unit's condition and any repairs needed.

Period of Performance

The contract will be performed on a quarterly basis starting from the award date through the fiscal year 2026.

Place of Performance

Various DHR locations throughout the State of Alabama including Chilton County, Autauga County, Elmore County, and Montgomery County.

Bidder Requirements

Bidders must be licensed contractors in HVAC with current certifications from relevant Alabama boards. Technicians must hold EPA universal refrigeration certification and other necessary licenses for servicing gas-fired equipment. The contractor is responsible for ensuring that all technicians are qualified and maintain their certifications throughout the duration of the contract.
