This is Sources Sought RFI is for MARKET RESEARCH PURPOSES ONLY. Please review the attached documentation for information regarding this requirement. The Buckley Space Force Base (BSFB) 460th Contracting Squadron is requesting information from vendors that provide the subject part number. The North American Industry Classification System (NAICS) code is 238990 All Other Specialty Trade Contractors, and the small business size standard is $19.0 Million The contractor shall provide all necessary labor, materials, transportation, equipment, and supervision to deliver a complete, finished, and fully functional scoreboard system as outlined in the SOW. The project includes the design, engineering, procurement, and installation of the scoreboard unit to include creating the foundation. The exterior area will be accessible for a large truck, a lift device. The contractor is to provide necessary and ancillary tools, equipment, and vehicles needed to accomplish this project. All scoreboard packaging and foundation debris will be cleaned up and hauled away by the contractor. If the new electrical line has not been installed by that time, the contractor will be responsible for bringing a portable generator, or a similar device, to test their unit. Questions/Answers to include in Contractor's Sources Sought Response 1. Can you provide examples and references from at least two similar scoreboard installation projects you have completed for government, municipal, or educational institutions within the last five years? 2. What is the specific make and model of the scoreboard you are proposing for this project, and how does it meet all the technical requirements listed in the SOW? 3. Please describe your process for developing and certifying the required engineering drawings for the foundation. Who is your licensed engineering partner for this? 4. What is the full warranty on the scoreboard unit, controller, and your installation labor? Please provide detailed warranty documentation. 5. What is your projected timeline for this project, from contract award to final acceptance, including lead time for materials and permitting? 6. How do you plan to handle testing and verification if the permanent electrical connection is not in place by the time of your installation? 7. What training, if any, is included for our staff on the operation and basic maintenance of the new scoreboard and wireless controller? 8. What are the key challenges you foresee with this project, and what is your plan to mitigate them?
Background The Buckley Space Force Base (BSFB) 460th Contracting Squadron is conducting market research to identify vendors capable of providing a new outdoor scoreboard system for the Fitness Center's multipurpose field. The current scoreboard situation is inadequate and does not meet safety or operational standards, necessitating the installation of a modern, wireless scoreboard to enhance sporting events and support potential larger tournaments. Work Details The contractor shall supply and install one (1) new outdoor multi-sport scoreboard that meets the following specifications: - Dimensions: Approximately 18’W x 6’H x 8”D. - Digits: Super-bright, wide-angle LED digits with protective casings, clearly visible in direct sunlight from all spectator areas. - Display Information: Must display at minimum: - Team Scores (Home and Guest) - Game Clock (Minutes: Seconds) - Period/Quarter - Control System: Operated via a secure, reliable wireless controller (e.g., Bluetooth or dedicated radio frequency) with a minimum operational range of 300 feet. - Durability: Weather-resistant housing capable of withstanding high winds, hail, and temperature extremes common to the local area. Foundation and Installation Requirements: - Design and establish a reinforced concrete foundation including footers and steel I-beam support structures sufficient to support the scoreboard against local wind load requirements. - Provide certified engineering drawings for Government approval prior to commencing work. - Obtain all necessary dig permits, processed a minimum of 15 days prior to any ground excavation through the 460th Civil Engineering Squadron (CES). Site Work & Logistics: - The project site must be accessible to large vehicles and lift equipment. The contractor is responsible for providing all necessary vehicles, tools, and ancillary equipment.
