Background

The Alabama Department of Human Resources (DHR) is seeking to provide HVAC Preventative Maintenance (PM) and Repair Services for various locations throughout the State of Alabama. The goal of this contract is to ensure the proper functioning and maintenance of HVAC systems, including boilers and chillers, at DHR facilities.

Work Details

The contractor will provide quarterly HVAC PM services that include inspections, minor repairs, and maintenance tasks as specified. Services include: - Quarterly inspections of all HVAC equipment listed in the agency specifications. - Minor repairs such as changing bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and fixing small refrigerant leaks. - All replacement filters must be pleated with a MERV rating of 10 or higher; HEPA filters must be used where applicable. - Annual tasks include checking freon levels and adding as needed. - Semi-annual boiler checks for safety controls and operational efficiency. - Quarterly tasks such as cleaning condenser coils, checking voltage on compressors, inspecting wiring, and ensuring proper lubrication of systems. - Water treatment testing for HVAC systems utilizing water in heating or cooling processes at specified DHR county offices.

Period of Performance

The contract will commence upon award and will continue through the fiscal year 2026 with quarterly service requirements.

Place of Performance

Various DHR locations throughout the State of Alabama including counties such as Baldwin, Blount, Calhoun, Chilton, Cullman, Elmore, Etowah, Jefferson Bessemer, Madison, Morgan, and St. Clair.

Bidder Requirements

Bidders must be licensed contractors in the State of Alabama with specific certifications: a State HVAC license certified by the Alabama Board of Heating, Air Conditioning, and Refrigeration Contractors; a Gasfitter plumber license; Master gasfitter certification; and universal refrigeration certification from EPA. All licenses must be current at the time of award and maintained throughout the contract period.
