Background

The Alabama Department of Human Resources (DHR) is seeking to award a Purchase Order for HVAC Preventative Maintenance (PM) and Repair Services across various DHR locations throughout the State of Alabama. The goal of this contract is to ensure the proper functioning and maintenance of HVAC systems, including boilers and chillers, while adhering to specific guidelines that prohibit the installation of new units or major system changes.

Work Details

The contractor will provide quarterly HVAC PM services which include: - Maintenance and minor repairs on all listed equipment, such as changing bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and fixing small refrigerant leaks. - All PM services must be performed by licensed technicians with specific certifications including a State of Alabama HVAC license, refrigeration license, and EPA universal refrigeration certification. - Quarterly tasks include complete system checks, filter replacements (with pleated filters meeting MERV rating 10), cleaning condenser coils, checking refrigerant levels, and inspecting electrical components. - Annual tasks include checking freon levels. - Water treatment testing is required for systems utilizing water for heating or cooling in eleven specified DHR county offices. - All inspections must be documented using PM Inspection Forms; any repairs must be quoted prior to execution.

Period of Performance

The contract will commence upon award and will require ongoing services on a quarterly basis throughout the fiscal year 2026.

Place of Performance

Various DHR locations throughout the State of Alabama including counties such as Baldwin, Blount, Calhoun, Chilton, Cullman, Elmore, Etowah, Jefferson Bessemer, Madison, Morgan, St. Clair.

Bidder Requirements

Bidders must be licensed contractors in the State of Alabama with current certifications for HVAC and refrigeration. Technicians must hold a State Gasfitter plumber license and Master gasfitter certification. All necessary licenses must remain current throughout the duration of the contract.
