Background The Department of Veterans Affairs (VA) is issuing this contract to provide transformer oil sampling services at the Sheridan VA Medical Center in Sheridan, Wyoming. This initiative is in accordance with VHA Directive 1028, which mandates that liquid-cooled transformers have their cooling liquid tested and replaced when it no longer meets manufacturer specifications. The goal of this contract is to ensure the proper maintenance and functionality of transformers through regular oil sampling and analysis. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform transformer oil sampling as defined in the Performance Work Statement (PWS). The contractor will draw samples from twenty-five (25) oil-filled transformers located at the Sheridan VA Medical Center, analyze these samples, and provide testing results. If any transformer oil is found to be out of specification, it must be replaced with manufacturer-specified oil. The services include: - Sampling and testing of transformer fluid on critical transformers at the station. - Annual sampling between June and October each contract year. - Inclusion of up to two (2) transformer oil dryers per contract year. - Development and maintenance of a quality control program to ensure compliance with contract standards. Period of Performance The period of performance for this contract will consist of one (1) base year of 12 months followed by four (4) optional years, each lasting 12 months. The base year begins on June 1, 2026. Place of Performance The work will be performed at the Sheridan VA Medical Center located at 1898 Fort Road, Sheridan, Wyoming 82801.
