Background

The Wake County Public School System (WCPSS) is the largest school district in North Carolina and the 14th largest in the United States, serving approximately 161,000 students across 203 schools. The Special Education Department is seeking to establish contracts for Speech Language Services for privately placed students and compensatory education services. These services are mandated under the Individuals with Disabilities Education Act (IDEA) and are required for students who attend private schools or are homeschooled and are eligible for special education services.

Work Details

The contract includes providing speech language therapy services to privately placed students and compensatory education services. Responsibilities of the agency therapists include: - Holding current credentials with ASHA and NC Board of Examiners - Maintaining an NPI number - Meeting employment conditions such as health clearances and background checks - Attending required training - Providing therapy services in compliance with applicable laws - Offering direct and indirect support to teaching staff - Conducting teletherapy sessions as approved - Reporting absences - Providing mandated equipment as per IEPs - Maintaining documentation of therapy sessions - Adhering to confidentiality protocols. The vendor must also submit monthly invoices detailing service hours separately for PSSP and compensatory education services.

Period of Performance

The contract will be effective from July 1, 2026, through June 30, 2027. WCPSS reserves the right to extend the contract for two additional one-year terms at the same cost.

Place of Performance

Services will be provided at home, community sites, or private schools within Wake County, North Carolina.

Bidder Requirements

Vendors must be licensed to do business in North Carolina and provide appropriate references. They must not be listed on either the State of North Carolina or Federal Government debarred vendor registries. Vendors are required to conduct sexual offender registry checks on all personnel involved in service delivery. Insurance certificates must be filed with WCPSS prior to commencement of work.
