This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QL0000131 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Telephonics Corporation (Cage Code: 64694) as a result of this solicitation for the following items:
Nomenclature: Antenna-Pedestal National Stock Number (NSN): 5985-01-HS1-9891 Part Number (P/N): 737-5000-002 (Manufacturer Cage Code: 78711) Quantity: 1 Each At the time of award, the USCG intends to have one (1) repair completed for the component/item specified in the schedule. IAW Federal Acquisition Regulation (FAR) 52.217-6 the USCG may require additional repairs for up to seven (7) components/items for a maximum quantity of eight (8) at the same price as the original order, for up to three hundred and sixty-five (365) after the initial award date. **Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturers (OEM), Telephonics Corporation Spa (Cage Code 78711), parts required to successfully perform the required repairs/overhauls. Concerns having the expertise and required capabilities to provide these repairs/overhauls are invited to submit offers in accordance with the requirements stipulated in this solicitation The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. Background This solicitation is issued by the U.S. Coast Guard (USCG) as a Request for Quotation (RFQ) for commercial items. The goal of this contract is to procure repair services for an Antenna-Pedestal component, specifically for U.S. Coast Guard Aircraft HC-144. The anticipated award will be on a sole source basis to Telephonics Corporation, which is the Original Equipment Manufacturer (OEM) for the required parts. Work Details The contractor is required to provide inspection, repair, and/or overhaul services for the Antenna-Pedestal component (NSN: 5985-01-HS1-9891, P/N: 737-5000-002). The work must comply with the latest revision of the OEM Component Maintenance Manual (CMM) and Statement of Work (SOW). Specific tasks include: 1. Inspecting and repairing as necessary, including failure analysis and defective part replacement. 2. Overhauling components by complete teardown, inspection, cleaning, and replacing all consumables and components showing excessive degradation. 3. Addressing corrosion issues as per OEM specifications; corroded parts must be replaced unless corrosion removal does not impair efficiency or safety. 4. Providing a Teardown and Inspection Report (TIR) within five calendar days of inspection that details part numbers, nomenclature, labor hours, labor rates, and other charges necessary for a Ready for Issue (RFI) component. 5. Ensuring compliance with coating requirements where specified. 6. Obtaining any necessary OEM drawings or specifications as they are proprietary. Place of Performance The work will be performed at a location determined by the contractor but must comply with FAA regulations and standards.
