Background

The Commonwealth of Massachusetts, through the Executive Office of Public Safety & Security Military Division, is seeking a contractor to perform inspection, testing, and maintenance of fire suppression systems at various facilities located at Camp Edwards, MA. The goal of this contract is to ensure that the fire suppression systems are certified and maintained in compliance with applicable safety regulations. This multi-year service contract includes provisions for semi-annual inspections and necessary repairs.

Work Details

The contractor will provide all necessary labor, tools, materials, and supervision to perform inspections and maintenance for certification of fire suppression systems at two dining facilities, two kitchens, and one HAZMAT storage facility. Services will be conducted semi-annually throughout the contract duration. Specific tasks include: 1. Inspecting and maintaining seven wet pre-engineered suppression systems for kitchen exhaust hoods across various buildings. 2. Inspecting one dry chemical system at the HAZMAT storage facility. 3. Completing repairs for known deficiencies as listed in Appendix A during the first year. 4. Providing inspection reports and certificates of compliance using NFPA standard forms within three business days after service completion.

Period of Performance

The contract will be executed over a three-year period with two optional one-year extensions. Services are to be performed semi-annually, ideally in February/March and August/September each year.

Place of Performance

All work will take place at Camp Edwards located in Cape Cod, Massachusetts.

Bidder Requirements

Bidders must have been engaged in fire suppression system maintenance for at least five years and possess all necessary licenses and certifications to perform the work outlined in the contract. Contractors must submit an Authorized Signatory Form, Non-Collusion Form, MA Tax Compliance Form, and proof of liability insurance naming the Commonwealth as additionally insured prior to commencing work. Additionally, contractors are required to comply with prevailing wage laws as per Davis-Bacon Act.
