Background

The Commonwealth of Massachusetts, through the Executive Office of Public Safety & Security, Military Division, is issuing this Invitation to Bid (ITB) for the inspection, testing, and maintenance of fire sprinkler systems at various facilities located at Camp Edwards. The goal of this contract is to ensure the safety and operational readiness of fire suppression systems in compliance with applicable regulations. The estimated contract value is $110,000.00, and it will be subject to the availability of funds.

Work Details

The contractor will perform annual inspections, testing, and all required maintenance of fire sprinkler systems at various facilities within Camp Edwards. This includes addressing known deficiencies within the first year of the contract. Specific tasks include: - Inspection and testing of wet and dry pipe sprinkler systems across multiple facilities including dining facilities, storage areas, maintenance hangars, and training institutes. - Compliance with NFPA 25 standards and UFC 3-601-02 guidelines. - Submission of inspection reports and certificates of compliance within three business days after service. - Coordination with building managers to schedule service visits during operational hours.

Period of Performance

The contract will be for a three-year period with two one-year options to renew. Services are to be provided annually, with inspections recommended in August or September each year.

Bidder Requirements

Bidders must have a minimum of five years' experience in fire sprinkler system maintenance and hold all necessary licenses/certifications. They must submit an Authorized Signatory Form, Non-Collusion Form, MA Tax Compliance Form, and provide liability insurance naming the Commonwealth as additionally insured prior to commencing work. Additionally, contractors must comply with prevailing wage requirements as per the Davis-Bacon Act and submit weekly certified payrolls.
