Background

The Commission is mandated to engage an external auditing entity to oversee and certify its random audit selection process and the procedures for auditing lobbying statements and reports. This initiative is in accordance with the provisions of the Lobbying Act, which requires the Commission to randomly select registrations and reports without prior knowledge of the filer's identity. The goal is to ensure uniformity in auditing similarly situated statements or reports.

Work Details

The selected auditing entity will be responsible for monitoring the Commission's random audit selection process, examining approximately 200 reports per quarter, and ensuring compliance with the Lobbying Act. The entity must develop protocols for conducting audits, which may involve reviewing relevant documents such as books, papers, records, or memoranda related to the selected statements or reports. Additionally, the entity is required to issue a compliance report for each quarter. This contract spans two years with an option for a two-year renewal at the agency's discretion.

Period of Performance

The contract will be performed over a two-year period with an option to renew for an additional two years.

Bidder Requirements

Individuals or entities currently covered or previously covered by the Lobbying Act are ineligible to submit proposals. The solicitation is issued under the agency's discretionary purchasing authority and includes a goal for Service-Disabled Veteran-Owned Businesses (SDVOB) set at 0.00%.
