Kent County Housing Study

Background

Kent County, Maryland is soliciting proposals from qualified vendors to assist in developing a comprehensive housing study. The goal is to analyze the current housing stock supply and demand, focusing on availability, accessibility, adequacy, and affordability across different income demographics. The study aims to inform strategies for meeting future housing demand and fostering economic development in Kent County. The selected vendor will engage with stakeholders and municipalities to establish actionable housing goals and priorities.

Work Details

The selected vendor will conduct a detailed analysis of the housing market in Kent County, including: 1) Examination of existing and projected market demand for rental and homeownership units stratified by income limits (50% AMI, 80% AMI, 120% AMI). 2) Creation of a comprehensive inventory of housing types (apartments, townhomes, single-family homes, etc.) and assessment of their quality. 3) Evaluation of current zoning policies affecting housing stock. 4) Conducting community focus groups to gather input from stakeholders including residents and developers. 5) Providing recommendations for policy changes and innovative housing solutions based on data analysis.

Period of Performance

The project is expected to be completed by February 1, 2027.

The contract will be performed in Kent County, Maryland.

Bidder Requirements

Proposals must include an executive summary, proposed scope of work, vendor background including experience with similar studies, budget description, and acknowledgment of the RFP. Vendors must demonstrate knowledge of Maryland's housing policies and have experience coordinating with government departments.
