Background

The Calvert County Health Department Local Behavioral Health Authority (CCHD LBHA) is issuing this Request for Proposals (RFP) to develop and operate an Adolescent Clubhouse in Calvert County. The goal of the contract is to enhance accessibility of behavioral health services through recovery-oriented programming for adolescents aged 12-17 (up to 18 if still enrolled in high school) who are at risk for, in treatment for, or recovering from substance use disorders. The awarded organization will receive a grant of up to $311,856 annually.

Work Details

The selected provider will develop and operate an Adolescent Clubhouse that provides a safe, supportive, alcohol and substance-free environment. Services include psychoeducational groups, naloxone education, peer-led services, vocational and educational training, self-care and social skills development, resource linkage, volunteer opportunities, and recovery-related workshops. The clubhouse must employ a Young Adult Peer Recovery Support Specialist (YAPRSS) to engage with youth and promote recovery. Facilities must be compliant with ADA guidelines and include at least two offices, a meeting room for up to 30 people, a kitchen, open space for activities, and bathrooms. The facility should be open at least six days a week from after school until no earlier than 8:00 PM. Activities may include support groups, educational workshops, fitness classes, and community service opportunities.

The contract will commence upon award and is expected to be operational within three months of funding approval.

Bidder Requirements

Bidders must be community-based providers serving adolescents impacted by substance use disorders or co-occurring disorders. They must maintain liability insurance of at least $3 million/$1 million and have knowledge of Calvert County’s public behavioral health system. Applicants must employ a Registered Peer Supervisor (RPS) to oversee staff funded through this award.
