Background

The Maryland State Department of Education (MSDE) is seeking expert consultant services to enhance User-Centered System Design (UCD) and act as a Regulatory Systems Liaison. The initiative aims to improve early childhood experiences through effective communication and collaboration with parents and childcare providers, ultimately leading to better developmental outcomes for children. MSDE intends to strengthen community collaboration and ensure that systems developed are user-friendly and compliant with the Code of Maryland Regulations (COMAR).

Work Details

The contractor will provide two community-based liaisons to facilitate local messaging, connections, and community engagement. Responsibilities include: 1) Serving as a primary liaison between MSDE, parent/provider committees, and the community; 2) Translating complex COMAR regulations into accessible resources; 3) Supporting communication and coordination across MD systems; 4) Examining administrative procedures for improvements; 5) Organizing community outreach efforts; 6) Facilitating communication regarding system changes; 7) Attending advisory councils and community functions; 8) Leading 'pressure-testing' sessions for new state systems; 9) Assisting constituents with inquiries; 10) Developing templates and outreach tools; 11) Updating Standard Operating Procedures (SOPs); 12) Collaborating on regulatory process redesigns.

Period of Performance

The contract is anticipated to begin on or about April 1, 2026, and end on December 31, 2026.

Place of Performance

Work will be conducted across multiple counties in Maryland, including at the Maryland State Department of Education located at Nancy S. Grasmick Building, 200 W. Baltimore Street, Baltimore, Maryland.

Bidders must meet essential requirements including strong communication skills, relationship-building capabilities, data analysis skills, familiarity with UCD principles, regulatory literacy regarding Maryland’s Early Childhood environment, adaptability under pressure, technology proficiency in Microsoft Office and virtual engagement tools, mobility for flexible hours including evenings/weekends, and discretion with confidential information. Preferred qualifications include experience in stakeholder engagement and system modernization.
