Background

The Idaho Department of Health and Welfare, Division of Child, Youth, & Family Service (Department) seeks access to public information to use in the routine and appropriate work of the Department. The main purpose of this solicitation is to acquire services that will provide people finding and searching services primarily for case managers working in real time with a variety of individuals and families in various situations, often in the field and on mobile devices. The Department aims to obtain a low-cost service that can be accessed simultaneously by many individuals performing case work on an 'on-demand' basis.

Work Details

The Contractor must provide minimum equivalency to one (1) of three (3) public information products for people finding and search as experienced by the Department with Lexis Nexis (Accurint), TransUnion (TLOxp), or Thomson Reuters (CLEAR). The product must be available at least ninety-six percent (96%) of the time during normal business hours from 7:00 a.m. to 7:00 p.m. MST, seven days a week including holidays. Services include: - Immediate/real-time search responses for queries such as physical locations, address history, phone numbers, email addresses, relatives' information, household composition, current employment history, assets and financial records, law enforcement interactions, demographic data, and social media identifiers. The user interface must be easy to use on various devices without advertisements and accessible by multiple users simultaneously. Customer service and technical support must be available 24/7 via online tutorials and phone support. Additional services may include FCRA compliant credit reporting services and contact tracing.

Period of Performance

The initial contract term is anticipated from June 1, 2026 to May 31, 2031. The total contract term, including all extensions, is not anticipated to exceed five (5) years.

Place of Performance

Services will be performed primarily in Idaho as required by the Department.

Bidder Requirements

Contractor must maintain worker’s compensation insurance as required by law. They must also comply with all federal, state, and local laws applicable to the services provided under this contract. Additionally, contractors are required to provide proof of insurance coverage including general liability insurance with specified limits and naming the State of Idaho as an additional insured.
