This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1240LS26Q0033 is issued as a Request for Quotation (RFQ) for The Salmon-Challis National Forest, Idaho, is in need of two water trucks (with operators) to support road preparation and application of Chloride dust palliatives on the Salmon River Road (60030), Stanley-Landmark (40579), and Dagger-Boundary (40568) roads. Watering shall be performed to prepare the road by pre-wetting the road to support grading and application of the dust palliative product. The application of chloride dust palliatives requires that the roads be pre-wetted to ensure that the chloride brine penetrates the road. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 532120 Truck, Utility Trailer and RV (Recreational Vehicle Rental and Leasing The small business size standard is $47 Million This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

Background The Salmon-Challis National Forest, part of the USDA Forest Service, is seeking to procure two water trucks with operators for the purpose of supporting road preparation and applying chloride dust palliatives on specific roads in Idaho. The goal of this contract is to ensure optimal road conditions for dust control, which is essential for maintaining safety and environmental standards during road maintenance activities. Work Details The contractor shall provide two water trucks with a minimum capacity of 3400 gallons capable of evenly distributing water on the roadway. Tasks include: - Pre-wetting roads (Salmon River Road 60030, Stanley-Landmark 40579, Dagger-Boundary 40568) to support grading and application of dust palliative products. - Providing a means for drafting water and filling the trucks either by onboard pumps or auxiliary pumps at unimproved drafting sites. - Ensuring intake screens meet National Marine Fisheries Service guidelines with a maximum screen opening of 3/32” and maximum approach velocity of 0.2 feet per second. - Operating water trucks as directed by the Contracting Officer Representative (COR) to maintain optimal road conditions. - Watering services will be billed at an hourly rate as needed throughout the contract duration, starting when watering begins until released by the COR each day. Period of Performance The contract period is from June 1, 2026, to July 10, 2026. Place of Performance The work will be performed on designated roads within the Salmon-Challis National Forest in Idaho.
