PRESOLICITATION NOTICE Contractor shall provide for and furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project # 695-22-123 Upgrade North Campus Medium Voltage Feeders. The primary purpose of this project is to convert the current Milwaukee VA Campus north underground medium voltage electrical distribution system from a radial system to a composite primary loop radial system. The primary loop radial system will enable improved redundancy, maintainability, safety, isolation capability, and fault detection. Work in the project primarily includes addition and replacement of underground medium voltage feeders, trenching, addition and replacement of electrical pad-mounted equipment. The solicitation, specifications, and drawings will be posted on Contact Opportunities. There will be a pre-bid conference held on or about May 27, 2026, for this project and all prospective bidders are strongly encouraged to attend. Details of the exact date and time of the pre-bid conference will be included in the solicitation package. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a; (1) SDVOSB eligible vendor IAW VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) Certified SDVOSB/VOSB listed in the SBA certification database at Small Business Search (see 13 CFR 128). The solicitation will be issued on or about May 20, 2026, with the bid opening in June 2026. Potential Bidders are responsible to monitor and download any amendments from Contact Opportunities which may be issued to this solicitation. The project magnitude range is between $5,000,000.00 and $10,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238210; size standard $19.0 Million applies. Time for completion, including close out is 410 calendar days after receipt of Notice to Proceed.
