Building Automation System Maintenance Upgrade

Background

The City of Annapolis, Maryland, through its Central Purchasing Office, is seeking sealed bids for a service contract aimed at providing maintenance upgrades and repairs to the Building Automation System (BAS) within its owned and occupied facilities. The goal of this contract is to ensure the efficient operation of the BAS through technical support, training, programming, software updates, and necessary repairs. This initiative aligns with the City’s commitment to maintaining high standards in facility management and operational efficiency.

Work Details

The scope of work includes: 1. Monthly on-site visits for routine maintenance on the BAS system. 2. Technical support and training for staff on BAS software and repairs to BAS components. 3. Inspection and verification of equipment to determine if corrective maintenance is required. 4. Adjusting set points, parameters, programming, and alarms as necessary to enhance comfort and efficiency. 5. Calibration of BAS components to ensure measurement accuracy. 6. Software updates for the BAS system. Emergency services will include all listed services along with emergency support as needed. The contractor is required to provide six scheduled service site visits per contract year, with all labor during these visits included in the bid price.

Period of Performance

The contract will commence upon award and is set to expire six years later unless terminated earlier according to contract provisions. The City reserves the right to extend the contract for up to twelve months at its discretion.

Place of Performance

Services will be performed at various facilities owned and occupied by the City of Annapolis, Maryland.

Bidder Requirements

Bidders must demonstrate a minimum of five years of experience in HVAC and BAS systems, with personnel having at least five years of relevant experience and appropriate training in programming and troubleshooting BAS equipment. Bidders must also provide evidence of qualifications for their technicians who will work on government-occupied facilities.
