Background

The West Virginia Department of Health, Bureau for Public Health, Office of Maternal, Child and Family Health is announcing funding availability for the Adolescent Health Initiative (AHI). This initiative aims to address the health service needs of adolescents in West Virginia through community-based programs. The AHI is funded by the Title V Maternal and Child Health (MCH) Services Block Grant, which supports the development and coordination of systems of care for mothers, infants, children, and adolescents.

Work Details

The contract involves the implementation of eight regional Adolescent Health Initiative programs across West Virginia. Each program will be led by an Adolescent Health Coordinator (AHC) who will engage with community partners to promote positive youth development and reduce risky behaviors among adolescents. The AHC will be responsible for: - Providing evidence-based prevention programming in schools. - Training teachers on violence awareness and positive behaviors. - Developing resource materials to support Title V priorities. - Conducting training on adult-child connectedness and developmental assets. Funding is available at $83,000 per region for a one-year period from July 1, 2025, to June 30, 2026. The eight regions include: 1. Region I: McDowell, Mercer, Monroe, Raleigh, Summers, Wyoming Counties 2. Region II: Cabell, Lincoln, Logan, Mason, Mingo, Wayne Counties 3. Region III: Boone, Clay, Kanawha, Putnam Counties 4. Region IV: Braxton, Fayette, Greenbrier, Nicholas, Pocahontas, Webster Counties 5. Region V: Calhoun, Jackson, Pleasants, Ritchie, Roane, Tyler, Wirt, Wood Counties 6. Region VI: Brooke, Hancock, Ohio, Marshall, Wetzel Counties 7. Region VII: Barbour, Doddridge, Gilmer Harrison Lewis Marion Monongalia Preston Randolph Taylor Tucker Upshur Counties 8. Region VIII: Berkeley Grant Hampshire Hardy Jefferson Mineral Morgan Pendleton Counties.

Period of Performance

The contract will be performed over a one-year period from July 1, 2025 through June 30, 2026.

Place of Performance

The programs will be implemented statewide across eight designated regions in West Virginia.

Bidder Requirements

Eligible applicants must have a valid West Virginia Business License and/or be a unit of local government. Agencies applying must be located within the region they are proposing to serve. Current agencies funded by AHI in good standing may receive additional points during evaluation.
