2026-040 Pipe Relining

Background

The City of Gardner is seeking qualified contractors to provide pipe inspection and relining services as part of their infrastructure rehabilitation efforts. This contract aims to ensure the maintenance and improvement of the city's sewer systems, which is critical for public health and environmental protection. The project is governed by Massachusetts General Laws, Chapter 30, Section 39M.

Work Details

The contractor will be responsible for providing all labor, materials, and equipment necessary for the following tasks: 1. **Television Inspection of Pipes**: Conduct visual inspections using closed-circuit television (CCTV) to assess the condition of sewer pipes prior to rehabilitation. This includes submitting log sheets and providing a digital video copy of the inspection results. 2. **Cleaning of Sewers**: Perform light cleaning of existing sewer pipes, which includes maintaining sewer flows and de-watering as necessary. Cleaning will involve a maximum of three passes with a jetter nozzle. 3. **Bypass Pumping**: Implement bypass pumping to manage existing sewer flows during pipe lining operations, ensuring no disruption to service. 4. **Cured-In-Place Pipe (CIPP) Installation**: Install a resin-impregnated flexible tube into existing sewer pipes using hydrostatic pressure or air pressure for curing. The contractor must provide evidence of experience in installing CIPP and meet specific material requirements outlined in ASTM standards.

Period of Performance

The contract term will be three years, commencing upon award.

The work will be performed within the City of Gardner, Massachusetts.

Bidder Requirements

Bidders must have at least three years of satisfactory performance on similar contracts and must have been in business for no less than five years under their current name. Additionally, bidders must comply with OSHA training requirements and adhere to Massachusetts Prevailing Wage Law. A bid deposit of 5% of the total bid amount is required.
