Background

The Colorado Department of Human Services, Office of Civil and Forensic Mental Health (OCFMH) operates Colorado’s two mental health hospitals and provides a continuum of mental health care, including inpatient hospitalization for individuals committed by civil court due to serious mental health conditions. This Request for Proposals (RFP) seeks to contract for long-term civil inpatient beds for adults requiring medium to high-acuity care, supporting their transition back to the community.

Work Details

Contractors must provide inpatient civil beds for adults certified for mental health treatment. Facilities must offer a minimum of 12 beds, with a preference for 24 and a maximum of 48 beds. Services include: - Stabilization and recovery using evidence-based treatments such as Dialectical Behavior Therapy (DBT), Cognitive Behavioral Therapy (CBT), and Electroconvulsive Therapy (ECT). - Life skills training, medication management, and vocational readiness. - Comprehensive assessments and treatment plans updated every 30 days. - Initiation of discharge planning upon admission with coordination of community-based placements. - Monthly reporting on key performance metrics including average length of stay and patient progress towards treatment goals. - Compliance with all applicable state laws, including the Colorado False Claims Act.

Period of Performance

The anticipated contract start date is July 1, 2026, with an initial term of one year plus four optional renewals.

Place of Performance

Services will be provided statewide within secure hospital facilities or similar environments that meet licensing requirements.

Bidder Requirements

Eligible bidders must be licensed inpatient providers with an active 27-65 BHA license and proper CDPHE licensure. The contractor must comply with background checks for employees who have direct contact with patients and adhere to HIPAA regulations regarding patient information.
