Background

The State of Maine's Department of Health and Human Services is seeking proposals for Pharmacy Management Services for Dorothea Dix Psychiatric Center (DDPC), Riverview Psychiatric Center (RPC), and Capital Community Clinic (CCC). The Department aims to promote health, safety, resiliency, and opportunity for all Maine residents by providing comprehensive mental health services. The contract will ensure compliance with legal and professional standards for pharmacy services at these facilities.

Work Details

The awarded Bidder will provide On-Site and Remote Pharmacy Management Services, including: 1. On-Call Pharmacist coverage with reimbursement provisions. 2. Utilize existing pharmacy space at each Hospital for On-Site services Monday through Friday from 8:00 a.m. to 4:30 p.m., excluding specified holidays. 3. Ensure Remote Pharmacist oversees 24-hour coverage during holidays and off-hours. 4. Staffing requirements include: - Director of Pharmacy (1 FTE) on-site three days at RPC and two days at DDPC. - Pharmacists (3 FTEs) on-site five days a week, with two at RPC and one at DDPC. - Clinical Coordinator (1 FTE) on-site three days at RPC and two days at DDPC. - Pharmacy Technicians (2 FTEs) on-site at RPC. 5. Compliance with job duties outlined in Appendix H, including maintaining valid licenses, conducting audits, providing consultations, and ensuring adherence to health screening processes.

Period of Performance

The initial period of performance is from July 1, 2026, to June 30, 2028, with options for two renewal periods: Renewal Period #1 from July 1, 2028, to June 30, 2030; Renewal Period #2 from July 1, 2030, to June 30, 2031.

Place of Performance

Services will be performed at Dorothea Dix Psychiatric Center located in Bangor, Maine; Riverview Psychiatric Center located in Augusta, Maine; and Capital Community Clinic located within RPC.

Bidder Requirements

Bidders must hold a valid unrestricted license from the Maine Board of Pharmacy to practice pharmacy in the State. They must also comply with background check requirements as outlined in the DDPC & RPC Service Contract. Additionally, bidders are required to provide documentation regarding staff immunization status and ensure that all staff are free from communicable diseases.
