Background

The City of Bangor is seeking proposals from qualified firms to provide Preventive and Emergency maintenance services for the Passenger Boarding Bridges (PBB) and the Baggage Handling System (BHS) at Bangor International Airport (BGR). The goal of this contract is to ensure the operational reliability and safety of these critical airport systems. The contract will initially be for a base period of one year, with options to renew for two additional one-year periods based on mutual agreement.

Work Details

The contractor will provide the following services: - Quarterly preventive maintenance (PM) site visits for PBBs and BHS per Original Equipment Manufacturer (OEM) requirements. - 48-hour on-site response to scheduled corrective maintenance (SM) calls. - 12-hour on-site response to emergency maintenance (EM) calls. Specific tasks include: - Performing PM on BHS and PBBs. - Conducting semiannual PM on PBBs. - Providing all basic tools, consumables, and cleaning supplies for BHS and PBB. - Supplying all bench stock and spare parts service. - Providing compressed air or gas as required. - Detailed reporting of all service performed within five working days. - Conducting security badging of all maintenance personnel prior to the first scheduled PM visit. For bid purposes, include preventive maintenance work performed by 2 Technicians over 4 days in total price with a rate breakout for additional on-site work.

Period of Performance

The work is expected to commence in August 2026 and continue through November 2026, February 2027, and March 2027.

Place of Performance

The services will be performed at Bangor International Airport (BGR), located in Bangor, Maine.

Bidder Requirements

Bidders must be authorized and certified to perform inspections as required by FAA’s Advisory Circular 150/5220-21C. They must also comply with all applicable Federal, State, and Local laws. Proposers are required to maintain specific insurance policies throughout the life of the project including: - Worker’s Compensation Insurance - Employer’s Liability Insurance

Professional Liability Insurance

Additionally, bidders must specify whether they have or are developing a domestic violence policy.
