Background

The Gallup-McKinley County Schools (GMCS) is seeking to identify and contract with providers capable of delivering high-quality, research-grounded leadership training and ongoing consultation to district administrators, building-level administrators, and mid-level management/supervisors across all departments in both school and support services settings. This solicitation builds upon previous awards made under solicitation number RFP-2026-39HC for Executive Governance and Leadership Development Consulting. The district aims to enhance leadership capacity, improve organizational performance, and positively impact instructional outcomes in K-12 public school settings.

Work Details

The selected providers will deliver the following services: 1. **Training and Professional Development**: Structured learning experiences delivered in-person, virtually, or in a hybrid format, including workshops, seminars, cohort-based programs, multi-day institutes, or module-based learning sequences. Providers must specify the format, duration, and delivery model. 2. **Ongoing Consultation**: Individualized or group-based consultation services that support the application of leadership skills in real-world contexts through regular scheduled sessions or as-needed advisory support. 3. **Coaching and Mentorship**: One-on-one or small-group coaching designed to support individual leaders in developing targeted skills or addressing specific challenges. 4. **Cohort or Team-Based Learning**: Collaborative learning experiences designed for leadership teams or district cohorts to support alignment and shared vision. 5. **Required Topic Areas** include Soft Skills for School Leaders, Strategic Leadership, Honest Communication, Motivational Leadership linked to Instructional Outcomes, and Labor Relations within a unionized environment.

Period of Performance

The contract term will commence upon award and continue through June 30, 2027. GMCS reserves the option to renew the agreement for up to seven additional one-year periods until June 30, 2034.

Place of Performance

Services will be performed at various locations within the Gallup-McKinley County Schools district in New Mexico.

Bidder Requirements

Offerors must demonstrate a proven track record of improving leadership capacity and organizational performance in K-12 public education settings. Proposals must include evidence of effectiveness such as participant outcome data from prior engagements, case studies of leadership improvement, testimonials from prior clients in K-12 settings, and qualifications of lead trainers or consultants assigned to the District.
