Background

The West Virginia Department of Health (DH), Bureau for Public Health (BPH), Office of Nutrition Services (ONS) is seeking proposals for one regional grant to support the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This program aims to improve health outcomes for low-income families by providing nutrition education and supplemental food assistance. The grant will be funded through the United States Department of Agriculture (USDA) and is aimed at serving Fayette, Logan, Mercer, McDowell, Mingo, Monroe, Raleigh, Summers, and Wyoming counties.

Work Details

The awarded provider will be responsible for: 1. Providing health services to WIC participants up to specified income levels. 2. Delivering nutrition education services in compliance with federal regulations. At least one-fifth of total expenses must be allocated to allowable nutrition education expenses. 3. Implementing a food delivery system as per USDA guidelines. 4. Managing the WIC Farmers’ Market Nutrition Program outreach components in the designated counties. 5. Offering a Supplemental Food Program that provides supplemental foods and nutrition education to eligible infants, children, and women at nutritional risk. 6. Conducting at least one WIC certification clinic monthly in each county served. 7. Employing a full-time WIC Nutrition Director with specific qualifications and ensuring attendance at required meetings.

Period of Performance

The contract will be performed from October 1, 2026, to September 30, 2027.

Place of Performance

Services will be provided in Fayette, Logan, Mercer, McDowell, Mingo, Monroe, Raleigh, Summers, and Wyoming counties in West Virginia.

Bidder Requirements

Bidders must demonstrate their capacity to provide administrative support to the Local WIC Agency and comply with relevant policies regarding budgets and personnel management. They must also submit a comprehensive Transition Plan if applicable.
