Madden Asphalt and Catch Basin Repair

Background

The Illinois Department of Human Services (DHS) is issuing this Invitation for Bid (IFB) for asphalt repair services at the John J. Madden Mental Health Center. The goal of this contract is to ensure the maintenance and safety of campus roads and parking lots through necessary repairs and repainting, thereby supporting the facility's mission to provide mental health services.

Work Details

The vendor will be responsible for the following services: 1. Repairing all potholes in roadways and parking lots. 2. Removing top pavement overlay where necessary, up to 3 ½ inches, and installing new hot-mix asphalt overlay up to 3 ½ inches. 3. Ensuring all asphalt surfaces are properly graded toward drainage structures to keep drains clean of water and debris. 4. Repainting and restriping all letters, lines, markings, and symbols on roadways and parking lots. 5. Modifying, painting, and restriping all handicap parking spaces to meet current code requirements and applying required hash-marked walkways. 6. Repairing five catch sewer basins. 7. Marking all speed bumps with appropriate signage, paint, and hashed pavement markings for visibility and safety.

Period of Performance

The contract will commence upon execution by both parties and will end on June 30, 2027.

Place of Performance

All work will be performed at the John J. Madden Mental Health Center located at 1200 South First Avenue, Hines, IL 60141.

Bidder Requirements

This procurement is set aside for Small Business vendors only. Bidders must be registered with the Illinois Small Business Set-Aside Program at the time bids are due.
