Background The USDA Agricultural Research Service (ARS) is issuing solicitation number 1232SA26Q0476 as a Request for Quotation (RFQ) for chemical disposal services. The goal of this contract is to safely and ecologically manage a significant collection of waste chemicals stored at the Mississippi State location. Work Details The contractor will be responsible for identifying, sorting, packaging, and discarding over 900 containers of waste chemicals housed in the chemical solvent storage building at the USDA-ARS facility in Mississippi State, MS. The chemicals include both laboratory and agricultural types, with varying levels of toxicity and hazard. Key tasks include: 1. Safely packing, transporting, and discarding waste chemicals according to OSHA and EPA standards. 2. Maintaining a chemical manifest and complying with hazardous manifest rules (40 CFR part 262). 3. Shipping waste to a RCRA designated facility within 60 days of cleanup start. 4. Providing records to the Location Safety Specialist detailing event dates, waste descriptions, management methods, and transporter information. 5. Ensuring compliance with U.S. DOT regulations regarding hazardous waste transportation. 6. Reporting any spills or leaks during transport to ARS immediately and providing a written follow-up report within 24 hours.
