Background The State of Colorado, through the Governor’s Office of Information Technology (OIT), is issuing this Documented Quote (DQ) to select a qualified vendor for a comprehensive, statewide geospatial zoning data subscription. This initiative aims to address affordable housing challenges and enhance land-use transparency by consolidating zoning data that is currently siloed and inconsistent across jurisdictions. The goal is to provide state agencies with standardized regulatory and geospatial information critical for multi-agency planning and economic analysis. Work Details The contract will require the vendor to provide a two-year license for specified regulatory information and geospatial files covering approximately 4,591 mapped zoning jurisdictions in Colorado. Key deliverables include: 1) Internal Access: Comprehensive geospatial data files in .gdb format for internal state analysis; 2) Public Visibility: Permission for the State to display specific data variables on a public-facing portal; 3) Data Maintenance: Semiannual updates to ensure current regulatory information; 4) Technical Support: Ongoing assistance for seamless integration with state GIS systems. The dataset must include detailed geospatial slices with Tier 1 and Tier 2 variables such as residential density, use types, and specific Affordable Housing Districts. Period of Performance The anticipated initial term of the contract is one year from the effective date, with an option to renew for an additional year, totaling a potential engagement length of two years.
