The objective of this Request for Proposals is to select a Construction Manager at Risk on behalf of El Paso County Hospital District d/b/a University Medical Center of El Paso. The selected Construction Manager at Risk shall provide preconstruction services for the Geriatric Health Center project, including cost estimating, constructability review, phasing analysis, procurement planning, and development of a Guaranteed Maximum Price for future consideration at the appropriate design milestone. The intent is to engage the selected Construction Manager at Risk early to support design and pricing development and, if the project budget, Guaranteed Maximum Price, and terms of the negotiated AIA A133 form of agreement for construction phase services can be successfully aligned, to establish the basis for a subsequent construction phase agreement. Owner makes no commitment through this solicitation to award construction phase services. Owner is advancing the Geriatric Health Center project as part of its bond funded capital program. The project consists of appx 50,000 SF outpatient clinic with 50 exam rooms and 15 urgent care rooms; imaging, pharmacy, and laboratory services will also be provided. The project site is located adjacent, immediately north of UMC Main Campus on the central side of El Paso, Texas.

Responsibilities include mobilization, site logistics, site security appropriate for an occupied healthcare environment, protection of existing operations during construction, infection control planning, coordination of work hours to minimize disruption, demolition and removals as required by contract documents, and construction of all architectural and engineering scopes shown in the contract documents including coordination with subcontractors and vendors. The CMAR must also handle permits, inspections, testing requirements as defined in the contract documents and provide project documentation including progress reporting and final cleaning. Period of Performance The work is expected to commence upon selection of the CMAR and will continue through the preconstruction phase until a GMP is established. The timeline for construction phase services will be determined based on alignment with project budget and terms of agreement. Place of Performance The project site is located adjacent to the University Medical Center Main Campus on the central side of El Paso, Texas. Bidder Requirements Offerors must comply with Texas Government Code Chapter 2269 Subchapter F regarding public advertisement for bids or proposals from trade contractors or subcontractors. Proposals must include a Surety Company Bond or certified check for at least 5% of the maximum proposal amount. Additionally, compliance with prevailing wage rates adopted by the El Paso County Hospital District Board is required.
