Summary

The Base Bid work consists of the removal and replacement of existing vane axial exhaust fans at the LRRT underground Summer Best Station and the installation of new ventilation fan array systems. The Work includes demolition and removal of existing fans, discharge dampers, actuators, associated ductwork, and sound attenuators; and the furnishing and installation of new fan arrays, structural supports, discharge dampers and actuators, sound attenuation, electrical power distribution, variable frequency drives, and controls integration. The Work also includes limited architectural and structural modifications, asbestos abatement where required, and testing, adjusting, balancing, and commissioning of the ventilation systems. The project includes one (1) Base Bid and one (1) Bid Alternate. The Bid Alternate consists of similar work at Delavan Station. The Authority reserves the right to award the Base Bid only or the Base Bid in combination with the Bid Alternate, based on available funding.The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA's Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA's Engineering Branch website. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m. The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period. Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA's Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid. The Contractor shall perform not less than 35% of the work with its own forces. The time of completion for the project is 220 calendar days after receipt of NTP. Liquidated damages in the amount of $1000 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified. The NFTA goals for this procurement are: New York State Certified Minority Business Enterprise (MBE) 0%, New York State Certified Women-Owned Business Enterprise (WBE) 10.0% and New York Certified Service Disabled Veterans Owned Businesses (SDVOB) 6.0%. A Pre-Bid conference will be held on Thursday May 14, 2026, 10:00 AM local time at the MTC, 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203.
