Sealed bids will be received by the Owner, Mecklenburg County, NC, in the Woods Conference Room at the Office of the Land Use and Environmental Services Agency until 2:00 p.m., local prevailing time on June 9, 2026. The bids will then be publicly opened and read aloud. The work includes clearing, the removal of approximately 290 feet of CMP culvert, and installation of approximately 290 feet of CPE culvert with drop inlet structure, along with other ancillary items. Bids must be marked on the exterior with the project name and the bidder's details including name, address, and North Carolina Contractor License Number. Each bid must include a certified check or a bid bond of not less than five percent of the Base Bid as a bid guarantee. A Performance and Payment Bond will be required for the successful bidder for 100% of the contract price. Bidders must be licensed as General Contractors in compliance with NCGS 87 and cannot withdraw their bids within 60 days after the bid opening. The Owner reserves the right to reject any and all bids. Bidders are encouraged to include certified Minority-owned or Women-owned Business Enterprises in their proposals. The MWBE achievement goals for this project are 5% for Minority Business Enterprises and 3% for Women Business Enterprises. A non-mandatory Pre-Bid Meeting will be held at the course clubhouse at 2:00 p.m. on May 14, 2026. Potential bidders are recommended to attend.
