Background The Waimea & Honokaa-Paauilo Irrigation Systems Miscellaneous On-Call Services contract is issued by the Department of Agriculture and Biosecurity of the State of Hawai‘i. The mission of this department is to manage agricultural resources effectively, ensuring sustainable practices and infrastructure for irrigation systems. The goal of this contract is to provide on-call services for maintenance and improvements to the irrigation systems in the specified districts. Work Details The contractor will provide on-call services that may include: 1. Installation of irrigation water service laterals, meters, and meter boxes at various locations in the Waimea and Honoka‘a-Pa‘auilo districts. 2. Removal of trees from reservoir embankments, access roads, and various DAB parcels. 3. Removal of sediment and debris from ditches, flumes, culverts, etc. 4. Repair/replacement of gate valves varying in size from 4” to 12”. 5. Locating and repairing/replacing segments of leaking irrigation pipelines. 6. Installation/repair/replacement of chain link fencing. 7. Troubleshooting, repair, and/or replacement of pumps and ancillary pump components in the Waimea district. 8. Hauling/disposal of miscellaneous illegally dumped materials. Period of Performance The contract will be performed over a period of 730 calendar days from the Notice To Proceed date issued by DAB. Place of Performance The work will be performed on the Island of Hawai‘i, specifically within the Waimea and Honoka‘a-Pa‘auilo districts. Bidder Requirements Bidders must possess a valid State Contractor’s license, Classification A. They are required to comply with all laws governing entities doing business in Hawai‘i, including tax compliance under Chapters 237 (general excise tax), 383 (employment security), 386 (workers compensation), 392 (temporary disability insurance), and 393 (pre-paid health care). Additionally, bidders must submit a Vendor Compliance Certificate as proof of current tax liabilities.
