The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal to expand evidence-based home visiting services to counties and tribes in the state that are at high risk for poor maternal, child, and family outcomes. The Department of Children's and Families (DCF) funds and administers contracts for Family Foundation Home Visiting Programs (FFHV) aiming to improve maternal, child, and family outcomes in at-risk communities through the provision of voluntary, high-quality, evidence-based home visiting programming and coordination with needed services. Evidence-based home visiting services herein are described as the following five national home visiting models: Healthy Families America, Parents as Teachers, Nurse Family Partnership, Early Head Start Home Based, and Family Spirit. Work Details The contractor will provide high-quality home visiting services to families facing adversity using one or more of the approved evidence-based models. Key elements include: - Adherence to the chosen model without altering core components; - Voluntary participation; - Culturally responsive services; - A contracted capacity based on the number of families served; - Prioritization of federal priority populations; - Implementation of a parent curriculum promoting positive parenting practices; - Engagement of families in leadership opportunities; - Provision of flex funds for direct assistance to families; and - Support for accessing health insurance coverage and primary care services. Proposers must demonstrate how they will meet fidelity to the chosen model and engage families effectively. Period of Performance The contract term will be from March 30, 2027, through September 30, 2028, with a planning period from March 30, 2027, to September 30, 2027. Direct services are expected to begin on October 1, 2027. Place of Performance Services will be provided across various counties in Wisconsin as specified in proposals submitted by contractors. Specific regions include Northern, Southern, Milwaukee County, and Tribal areas. Bidder Requirements Proposers must demonstrate a history of providing effective home visiting services or related health education/family support services for at least two years. They must have previous experience administering government or foundation contracts within the last five years. Additionally, proposers must comply with mandatory requirements including conducting background checks on personnel working with youth and having written policies regarding child sexual abuse prevention.
