Background The Wisconsin Department of Workforce Development (DWD), through its Procurement Unit, is seeking proposals for a One-Stop Operator (OSO) to coordinate service delivery among required one-stop partners and service providers. The goal is to ensure meaningful access to all programs through the one-stop delivery system. The contract will be awarded as a single award and may be executed by either the West Central Works Workforce Development Board (WCWWDB) or a Contracting Entity. Work Details The OSO will provide a range of services including: - Facilities management - Coordination of Job Center partners within the Workforce Development Area (WDA) - Ensuring cohesiveness and effectiveness of American Job Center partner operations - Coordinating monthly meetings of one-stop partners - Assisting in the MOU process for each Job Center - Managing partner responsibilities defined in the MOU - Ensuring compliance with state and local policies related to the American Job Center - Implementing training for staff development - Overseeing technology solutions for enhanced cooperation among Partner programs - Ensuring adherence to branding requirements - Providing quarterly updates to the Board - Engaging in service expansion for underrepresented populations - Supporting continuous improvement initiatives. Period of Performance The initial contract term will begin on July 1, 2026, or upon date of award, and will run through June 30, 2027. There are three optional one-year performance-based renewals available. Place of Performance Services will be performed across the West Central Works area which includes nine counties: Barron, Chippewa, Clark, Dunn, Eau Claire, Pepin, Pierce, Polk, and St. Croix. Bidder Requirements Eligible applicants may be a single entity or a consortium that includes at least three required WIOA Comprehensive One-Stop Center partners with clearly defined roles. Proposals must identify one organization as the lead agency. Proposers must have technical competence in managing complex multi-partner services that interact with the public for federal/state program delivery. All services must be performed in the United States. Contractors must provide proof of insurance and maintain minimum liability limits as specified.
