Background The Alabama Department of Human Resources (DHR) is seeking to procure HVAC Preventative Maintenance (PM) and Repair Services for various DHR locations throughout the State of Alabama. The goal of this contract is to ensure that all HVAC systems, including boilers and chillers, are maintained in optimal working condition, thereby supporting the agency's mission to provide essential services to the community. Work Details The contractor will provide quarterly HVAC PM services which include maintenance and minor repairs on all listed equipment. Services include changing bad parts, fixing connections, clearing clogged drain lines, repairing duct work, replacing belts, and addressing small refrigerant leaks. New HVAC units or complete system replacements are not permitted under this contract. All PM services must be performed by a State of Alabama licensed HVAC contractor with specific certifications for gasfitting and refrigeration. Technicians must have experience with various brands of HVAC systems as specified in the county equipment list. The PM schedule requires inspections to be conducted quarterly, with specific tasks outlined for each quarter including deep cleaning of coils and checking refrigerant levels. Replacement filters must meet specified standards and be replaced quarterly. Additionally, water treatment testing is required for systems utilizing water for heating or cooling at certain DHR locations. Period of Performance The contract will commence upon award and will continue through the fiscal year 2026, with quarterly maintenance scheduled throughout this period. Place of Performance Services will be performed at various DHR locations across the State of Alabama, including but not limited to Choctaw County, Clarke County, Washington County, and others as specified in the solicitation documents. Bidder Requirements Bidders must hold a valid State of Alabama HVAC license and refrigeration license certified by the Alabama Board of Heating, Air Conditioning, and Refrigeration Contractors. Additionally, they must possess a State of Alabama Gasfitter plumber license with Master gasfitter certification. Technicians handling refrigerants must have universal refrigeration certification from EPA Section 608. All licenses must be current at the time of award and maintained throughout the agreement.
