Summary

GENERAL The purpose of this project is to trim trees quarterly, removing shrubs, grass, and other vegetation, or obstructions surrounding the UPP VOR antenna to prevent interference of the radiated signal from the antenna. The tree coverage is mostly made up of tall Ironwood up to 60 feet tall. The terrain is on the mountain top and the trimmed areas are very steep which requires extra efforts to get to. NOTE: The contractor must be aware about the Hawaiian Hawks habitat close to the UPP VOR site. The work should not be scheduled during the mating period August-September time frame.

PROJECT DESCRIPTIONS

The contractor shall furnish all necessary labor, material, equipment, transportation, and other services needed to perform all tasks under this contract. The scope of work includes but not limited to the following items: Cut/trim/ and mulch shrubs, trees, grass, and other vegetation up to 350' feet radius centered on the VOR antennas and rotate as necessary 365 deg. radius around VOR antenna, As shown on the Appendix A (Google map). All vegetation on entire counterpoise must be mowed and/or poison. All trees, shrubs, and vegetation located below the counterpoise within this area will be trimmed and shorten at least six (6) feet below the surface area (elevation 1765) of the antenna counter poise (below the antenna line of sight. All trees and vegetation within this area and FAA property will be cut down, chipped and spread within FAA property. Vegetation/grass will be mowed for ease in maintenance. Trees outside of FAA property must be topped at least six (6) feet below the surface area (elevation 1756) of antenna counter poise (below the antenna line of sight) and removed. Please refer to the attached Scopes of Work (SOW) and Appendix/Appendices

Summary (Newest Update)

Background The Federal Aviation Administration (FAA), specifically the Western Service Area, Northwest Mountain Region, is conducting a market survey to identify capable sources for tree trimming services at the Upolu VORTAC (UPP VOR) site in Kona, Hawaii. The primary goal of this contract is to maintain the operational integrity of the VOR antenna by preventing interference from surrounding vegetation. The project involves trimming trees and removing obstructions that could affect the radiated signal from the antenna, particularly during critical periods such as the mating season of the Hawaiian Hawks. Work Details The contractor shall provide all necessary labor, materials, equipment, transportation, and services to complete the following tasks: 1. Cut, trim, and mulch shrubs, trees, grass, and other vegetation within a 350-foot radius centered on the VOR antennas and rotate as necessary around the antenna. 2. Mow and/or poison all vegetation on the entire counterpoise area. 3. Trim all trees, shrubs, and vegetation located below the counterpoise to at least six feet below the surface area (elevation 1765 feet) of the antenna counterpoise to ensure they are below the antenna line of sight. 4. Cut down, chip, and spread all trees and vegetation within this area on FAA property. 5. For trees outside FAA property, top them at least six feet below the surface area (elevation 1756 feet) of the antenna counterpoise and remove them. The contractor must also comply with FAA regulations to avoid interference with VOR operations and ensure minimal disruption to adjacent properties. Place of Performance Upolu VORTAC (UPP VOR), Upolu, Kona, Hawaii.
