THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. The purpose of this announcement is to gain knowledge of potential business sources; with specific interest in small business, certified 8(a) serviced by SBA districts located within Region 1-New England, Region 2-Northeast and Region 3-Mid Atlantic, certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for work on a construction contract involving planting trees, shrubs, herbaceous plugs, installation of deer fencing and anti-herbivory measures, and removal and construction of a culvert. The NAICS Code is 237990 (size standard $33.5 million average annual receipts for preceding three fiscal years). No awards will be made from the responses to this synopsis. No solicitation will be available at this time. Responses will be used to determine appropriate acquisition decisions for a future procurement.
The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for construction of planting trees, shrubs, herbaceous plugs and removal and construction of a culvert. The Finderne Farms Wetland Mitigation Site component of the project in Bridgewater, New Jersey involves the planting of approximately 6,500 trees, 11,000 shrubs and 18,000 herbaceous plugs at 17 wetland and riparian planting zones ranging in size from 0.7 to 11 acres, installation of deer fencing, goose exclusion and other anti-herbivory measures, removal and disposal of 22 linear ft of crushed 14-inch culvert, construction of a 22 linear ft 15- inch RCP Class V culvert to include concrete headwalls and concrete supportive cradle, fabrication and replacement of interpretive signage. The estimated construction cost is between $25 million to $100 million.
The Contractor will conform to all local, state, and federal laws while carrying out the construction process for this project. The Contractor shall prepare and submit a site-specific safety and health plan to the government for approval prior to mobilization.
The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following questions. At the end of this survey you will be asked to provide your comments. General 1) Have you ever worked on construction of planting trees, shrubs, herbaceous plugs, including installation and maintenance of deer fencing, and goose exclusion and anti-herbivory measures and removal and construction of a culvert similar in nature to this project? In addition, did you maintain plantings in a manner that achieved a minimum of 85% survivability of planting stock within a specified warranty period? If so, please describe the project, including plant type and quantity, anti-herbivory measures implemented, length of plant warranty period and survivability outcome, and for whom the work was performed. Identify a point of contact and phone number. 2) Would you be willing to bid on the project described above? If the answer is No, please explain why not? 3) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 4) Is there a dollar limit on the size contract that you would bid? 5) What are the largest planting trees, shrubs, herbaceous plugs and removal and construction of a culvert construction contracts (in dollar amounts) on which you were the prime contractor? 6) What is your bonding capacity per contract? What is your total bonding capacity? 7) Is your company a small or large business as defined by the SBA? Are you classified as a certified 8(a) serviced by SBA districts located within Region 1-New England, Region 2-Northeast and Region 3-Mid Atlantic, certified HUB Zone, or Service-Disabled Veteran-Owned Small Business (SDVOSB)?
