Background The City of Madison Parks Division is seeking proposals from qualified vendors for the Olbrich Park – North Parcel Improvements. The project site encompasses approximately 17 acres of City-owned land adjacent to the Garver Feed Mill redevelopment. Work Details The scope of work includes: 1) Community Engagement and Design Development: Conducting public meetings and stakeholder engagement, analyzing existing site conditions, and developing design options based on the adopted Park Development Plan. 2) Construction Documents and Public Works Bidding: Preparing detailed plans and specifications for bidding, coordinating with utility entities, ensuring compliance with local ordinances, and submitting necessary permit applications. 3) Construction Administration: Overseeing construction activities, conducting regular site visits, reviewing contractor submittals, managing change orders, and ensuring project completion meets contract requirements. Specific amenities to be designed include a new off-street parking lot with stormwater management, electrical service and site lighting for the parking lot, an outdoor seating area for food carts, a nature-based play area, a single track bicycle recreation area, and a landscape design focused on low-maintenance native species. Period of Performance The anticipated timeline for the project includes phases starting from August 1, 2026 (Community Engagement), October 1, 2026 (Construction Documents), with construction expected to commence in May 2027 and complete by November 2027. Place of Performance The contract will be performed at Olbrich Park located at 30 Sugar Beet Lane and 3267 Garver Green in Madison, Wisconsin. Bidder Requirements Consultants must have experience in site design, stormwater management, electrical design, and site restoration. All work must be performed by licensed professionals registered in the State of Wisconsin. The consultant team must include a Civil Engineer with a PE license (10 years experience), a Landscape Architect with a PLA license (5 years experience), and an Electrical Designer with a PE license (5 years experience).
